I dislike Bush with a passion but it is possible he held the binoculars up to his eyes for a second or so and removed them right after determining the shutters were still on. I can see myself doing something like that when around other people.

I see myself doing that and notice how his eyes aren't really in the binoculars. Anyway he is always under scrutiny so he was bound to be caught doing something dumb often, really he is just another human (a not so wise one) and still makes mistakes like humans do.
