About the computer: it might be a good idea to replace the HDDs or something, because it sounds like they're really really slow. And about the price: honestly, I have no idea. I bought an "entire" computer for about 200€ a coupla months ago, but then again, it's a server. So all I bought was:
- AMD Sempron 3200+
- 1GB of that supposedly very fast RAM
- Maxtor 250GB 7200rpm
- very cheap mobo
- cheap PSU+case combo
I only use that PC as a server, so it's running 24/7, serving pages and whatnot. But anyway, I'm not too sure how much 439 canadian dollars amount to.
It might be cheaper to go a little lower with the upgrade, like buying a 2GHz or so CPU, not necessarily dual core, maybe a mobo, if you need, a better graphics card, new RAM, and because of your slow HDD problems: new HDDs.
But once again, honestly, I'm not as great with hardware as I am with software, so you might wanna wait for someone else to reply
