Try getting hosting from www.3ix.org ( 33$ gives you 200 mb which is more than enough for your school with unlimited bandwidth). They give unlimited bandwidth and their services are quite good. They even have a toll free help-line. As for a domain, get one from http://www.netfirms.com/domain-names as they're giving out domain names at 4.95$ the cheapest market rate as of now and they are a good hosting company, you shouldnt have any issues.

Don't ever deal with a company called 7host. They are horrible to deal with and I had constant problems when my sites were hosted there.
